He became an authority on cataloguing and indexing; the LA's Wheatley Medal is awarded annually for an outstanding index. His publications included What is an index? (1878, 2nd edition 1879), How to form a library (1886, 2nd edition 1887), How to catalogue a library (1889), How to make an index (1902), and the pioneer Prices of books (1898). He was also an authority on Pepys and founded the Samuel Pepys Club in 1903.
